​​​​​​​1. Training courses on environmental considerations for the construction and operation of biomethane plants conducted on behalf of the National Center for Agricultural Support by the Polish Biomethane Association - webinar

 

The following issues were addressed during the training: 

  • principles of operation of biogas and biomethane plants,
  • production of biomethane in different forms of concentration,
  • environmental benefits of biogas and biomethane installations,
  • differences between agricultural and other biogas plants (landfill, on sewage treatment plants),
  • legal regulations on the establishment of biogas and biomethane installations,
  • presentation of an example of an environmental impact report based on a planned biomethane investment, with particular emphasis on the impacts generated by the installation and minimizing or compensatory solutions.

 

More than 200 government officials: environmental inspectors, employees of the Ministry of Agriculture and Rural Development and the Ministry of Climate and Environment took part in the training conducted by the Polish Biomethane Association. 

 

 

2. Agricultural biogas plants in light of the law on waste
 

Presentation by Ms. Ewa Rozbicka from the Department of Waste Management at the Ministry of Climate and Environment. The presentation in pdf. form very neatly presents the most important issues of waste management in an agricultural biogas plant. The presentation addresses the following issues: waste management in light of the Waste Act and the Environmental Protection Law legislative process and requirements for obtaining a waste management permit by products waste classification management of digestate. 

 

 

3. Marketing of digestate from biogas plants under the Law on Fertilizers and Fertilization - presentation.
 

Presentation made by the Ministry of Agriculture and Rural Development from the Department of Plant Breeding and Protection. The presentation covered the following topics:
 

  • definitions contained in the Law on Fertilizers and Fertilization
  • conditions for applying for approval of digestate as a fertilizer or soil conditionerthe
  • system for evaluating fertilizers and soil conditioners and the units authorized to conduct tests
  • requirements for organic fertilizers
  • pre-test evaluation of biogas plant digestate
  • requirements for permit application
  • inspection institutions
  • CE fertilizers

 

4. Procedures for qualifying waste materials for agricultural biogas production - presentation.

 

Presentation by Wieslaw Rybaczewski, Vice President of the Board of Directors of the Polish Economic Chamber of Renewable and Distributed Energy. The presentation covered the following topics:

 

  • definition of agricultural biogas, substrate breakdown and substrates requiring special interpretation
  • benefits of using and disposing of sludge and wastewater from agri-food processing
  • the process of opinion on the use of sludge from agri-food processing - barriers and what to pay special attention to.

6. Establishment and operation of energy cooperatives in rural and urban-rural municipalities - webinars

 

The National Center for Agricultural Support organized 16 free trainings on the establishment and operation of energy cooperatives in rural and urban-rural municipalities. The trainings were held in each province and were aimed at spreading knowledge among local government representatives about the activities of energy cooperatives as new entities on the Polish energy market and their impact on development opportunities for local governments, businesses, farmers and residents.

 

During the training sessions, issues related to, among other things:

  • technical aspects of the operation of energy cooperatives in the context of optimizing self-consumption,
  • past experience of municipalities in establishing energy cooperatives,
  • legal regulations on the establishment and operation of energy cooperatives,
  • potential sources of financing for RES installations in energy cooperatives,
  • spatial planning and conditions for the implementation of investments in energy cooperatives.
